The Compute Capitals of AI in 2026 are the United Arab Emirates, Singapore, the United Kingdom, the United States, France, Saudi Arabia, Estonia, Canada, the Netherlands and Argentina. For an American AI builder, the easiest right to live in one is Dubai’s remote-work residence, which needs a US$3,500 monthly salary and no investment.

Capital, compute, and a 10-year visa with no income tax.

The United Arab Emirates is the top Compute Capital of AI for 2026: it pairs the largest sovereign AI fund outside the US with a remote-work residence you can get on a US$3,500 monthly salary.

Talent: The UAE ranked 2nd in the world for net AI talent inflow in 2025, at +4.4 AI professionals per 10,000 LinkedIn members (PwC, June 2026).
Capital: Abu Dhabi's MGX closed a US$49 billion AI fund on 1 July 2026.
Compute: Stargate UAE is a 1 GW cluster inside a planned 5 GW AI campus in Abu Dhabi. Its first 200 MW phase was scheduled for the third quarter of 2026.
Regulation: The UAE has no AI statute. Policy runs through the National AI Strategy 2031 and a Minister of State for AI.
Tax: No personal income tax. Corporate tax is 9% on profit above AED 375,000.
The catch: UAE residence never turns into citizenship, which is granted by nomination only. And a US citizen living in Dubai still owes US tax.

Singapore ranks second among the Compute Capitals of AI because it runs AI policy like infrastructure, but every Singapore route needs a Singapore job or company and a real address there.

Talent: Singapore’s national AI strategy aims to triple its AI practitioners to 15,000. A ONE Pass track for AI and tech leaders opens in January 2027 and counts vested equity toward the salary bar.
Capital: Singapore committed at least S$1 billion over five years to AI compute, talent and industry in Budget 2024. Budget 2026 added a 400% tax deduction on qualifying AI spending.
Compute: About 1.4 GW across more than 70 data centres, with at least 300 MW more planned under the Green Data Centre Roadmap.
Regulation: Singapore has no AI statute. Governance is voluntary, through the Model AI Governance Framework and AI Verify.
Tax: Top personal rate 24%. Corporate rate 17%.
The catch: Singapore has no remote-income visa, permanent residence is discretionary with no fixed timeline, and Singapore citizenship means giving up your US passport.

A S$30,000 monthly salary gets you a five-year ONE Pass that lets you work for, and start, several Singapore companies at once.

The United Kingdom ranks third among the Compute Capitals of AI because its Global Talent visa lets a recognised AI builder move with no employer and no investment, and settle in as little as three years.

Talent: The UK High Potential Individual visa opened to graduates of the top 100 universities worldwide in November 2025, capped at 8,000 a year.
Capital: UK AI startups raised US$12.6 billion in the first half of 2026 (Dealroom).
Compute: The UK has committed £1 billion to expand its public AI Research Resource at least 20 times by 2030. Isambard-AI in Bristol runs 5,448 NVIDIA GH200 chips.
Regulation: The UK has no AI Act. Rules are principles-based and sector-led, with government AI sandboxes.
Tax: Income tax is 45% above £125,140 and corporation tax is 25%. Non-dom status ended in April 2025, replaced by a 4-year exemption on foreign income for new arrivals.
The catch: High personal tax, a £1,035 health surcharge per person per year, and a proposal to stretch settlement to 10 years that was still not law in September 2026.

How can you get the right to live in United Kingdom?

Global Talent needs no job offer and no investment, and a leader-level endorsement leads to settlement in 3 years.

United States

Best place to build, hardest place to land.

The United States holds about three-quarters of the world’s AI venture money, but it ranks fourth because US immigration is the slowest and least predictable on this list. If you are a US citizen you already hold this asset; these routes matter for the non-US cofounders, partners and hires you want to bring.

Capital: US companies took roughly three-quarters of global AI venture funding in 2025, about US$194 billion by the OECD count.
Compute: The Department of Energy’s Genesis Mission links national laboratories, supercomputers and AI systems, and the private Stargate venture announced up to US$500 billion of US AI infrastructure in January 2025.
Regulation: A December 2025 executive order seeks to override state AI laws through the courts. Congress has not passed federal preemption.
Tax: Federal top rate 37% plus state tax (13.3% at the top in California). Corporate rate 21%.
Talent: A US$100,000 H-1B fee was proclaimed in September 2025 and extended to September 2027, but a federal court vacated it in June 2026 and it is not being collected.
The catch: Visa policy changes by proclamation, and green-card queues for some nationalities run for years.

How can you get the right to live in United States?

For a non-US cofounder, the O-1A needs no lottery and no salary floor, only evidence of extraordinary ability.

Europe’s real AI champion, if you can stomach the tax.

France ranks fifth among the Compute Capitals of AI: it has Europe’s strongest AI company base and a four-year French Tech visa, and also the highest taxes and the heaviest AI rules on this list.

Talent: The French Tech Visa gives a 4-year permit, and your spouse gets a permit with the right to work.
Capital: France announced €109 billion of AI infrastructure pledges at the February 2025 AI Action Summit. Mistral AI raised €1.7 billion at an €11.7 billion valuation.
Compute: France hosts one of the EU’s EuroHPC AI Factories and runs on low-carbon, mostly nuclear power, which is the scarce input for data centres.
Regulation: The EU AI Act applies. Obligations for general-purpose AI models took effect in August 2025; high-risk obligations were pushed back to 2 December 2027.
Tax: Top income tax rate 45% plus a 3 to 4% high-income contribution. Corporate rate 25%.
The catch: Every French route assumes France is your main home, and French tax follows that residence.

How can you get the right to live in France?

A job at a certified French tech company paying €39,582 a year gets you a 4-year Talent Passport, with work rights for your spouse.

Saudi Arabia ranks sixth among the Compute Capitals of AI: its state AI company HUMAIN has the money and the power plans, but there is no income-based visa and no road to citizenship.

Talent: The Stanford AI Index 2025 ranked Saudi Arabia 3rd in the world for AI hiring growth.
Capital: The Public Investment Fund launched HUMAIN in May 2025 with a US$10 billion venture fund. In September 2026 HUMAIN turned to outside investors as the state reined in spending (Fortune).
Compute: Saudi data-centre capacity was 467 MW in early 2026. HUMAIN is targeting 1.9 GW by 2030.
Regulation: Saudi Arabia has no binding AI statute. The data and AI authority SDAIA issues principles and guidelines.
Tax: No personal income tax on salaries. Corporate tax is 20% on foreign-owned shares.
The catch: No Premium Residency product leads to citizenship, and the cheapest self-sponsored option costs SAR 100,000 every year.

How can you get the right to live in Saudi Arabia?

SAR 100,000 a year (about US$26,700) buys a self-sponsored Premium Residency with no employer, no investment and no stated minimum stay.

Estonia ranks seventh among the Compute Capitals of AI: €4,500 a month in remote income gets you up to a year in Estonia with no minimum stay, and founders endorsed by its Startup Committee can get a residence permit of up to 5 years.

Talent: Estonia’s AI Leap programme gives 20,000 secondary-school students and 3,000 teachers access to AI tools from September 2025.
Capital: About 10 unicorns, roughly 7 per million residents, the highest rate in the EU.
Compute: Estonia plans to open its first AI factory in 2026 and is a partner in LUMI-AI, a €387.8 million European supercomputer led by Finland and expected in 2027.
Regulation: The EU AI Act applies. High-risk obligations start on 2 December 2027.
Tax: A flat 22% personal income tax. Companies pay 0% on retained profits and tax only what they distribute.
The catch: The digital nomad visa lasts one year at most and never leads to permanent residence, and naturalised Estonians must give up other citizenships.

A €4,500 monthly remote income gets you up to a year in Estonia with no minimum stay, for a €120 visa fee.

Canada ranks eighth among the Compute Capitals of AI: it is spending C$2 billion on sovereign compute and fast-tracking AI work permits, but it paused its Start-up Visa on 30 June 2026 and has no way in on remote income.

Talent: Canada’s June 2026 AI strategy targets 250,000 new AI jobs, and a new work-permit fast track for AI professionals aims for about 20 business days.
Capital: The June 2026 national AI strategy commits more than C$2.3 billion.
Compute: The Sovereign AI Compute Strategy is worth C$2 billion over 5 years, and Budget 2025 added C$925.6 million for sovereign AI infrastructure.
Regulation: Canada has no federal AI law. The last bill died when Parliament was prorogued in January 2025.
Tax: Top combined personal rate 53.53% in Ontario. Corporate rate 26.5% in Ontario.
The catch: The Start-up Visa was paused on 30 June 2026 and the self-employed programme is also paused, and permanent residents must spend 730 days in Canada in every 5 years.

The Netherlands ranks ninth among the Compute Capitals of AI, but for Americans it holds the cheapest founder route in the EU: under the Dutch American Friendship Treaty, €4,500 in business capital gets you a two-year residence permit.

Talent: AI companies led Dutch startup funding, raising US$1.4 billion in the 12 months to mid-2026 (Dealroom).
Capital: Dutch startups raised €2.64 billion in 2025.
Compute: A €200 million national AI Factory in Groningen is due in 2026, with its supercomputer at full capacity in early 2027.
Regulation: The EU AI Act applies. High-risk obligations start on 2 December 2027.
Tax: Top income tax rate 49.5%. Corporate tax 19% on the first €200,000, then 25.8%. The 30% tax break for hires from abroad drops to 27% in 2027.
The catch: The power grid is full: about 3,600 MW of connection requests are waiting, and Amsterdam won’t consider new data centres before 2035.

How can you get the right to live in Netherlands?

US citizens only: €4,500 in a Dutch business gets you a two-year self-employed residence permit under the Dutch American Friendship Treaty.

Argentina ranks tenth among the Compute Capitals of AI: it has no AI law by design and a 500 MW data centre on paper, but no founder visa, and citizenship now requires two years without leaving the country.

Talent: Argentina’s knowledge-economy exports hit a record US$10.09 billion in the 12 months to March 2026.
Capital: Large projects get 30 years of tax and customs stability under the RIGI investment regime.
Compute: “Stargate Argentina” is a letter of intent for a 500 MW data centre in Patagonia. OpenAI says it will buy compute, not invest capital.
Regulation: Argentina has no AI law, and President Milei has pledged to keep AI unregulated.
Tax: Personal income tax 5% to 35%. Corporate tax 25% to 35%.
The catch: Currency swings, and a 2025 decree that cancels residence after 6 months abroad and requires 2 unbroken years in Argentina for citizenship.

Frequently asked questions

What is the best country for AI founders who want to leave the US?

The United Arab Emirates ranks first in our 2026 Compute Capitals of AI. It has no personal income tax, a US$49 billion AI fund in Abu Dhabi, and a remote-work residence that needs a US$3,500 monthly salary from an employer outside the UAE. Singapore and the United Kingdom rank second and third.

Can I live in Dubai on a remote salary?

Yes. The Dubai Virtual Working Programme gives a one-year renewable residence to people earning at least US$3,500 a month from an employer outside the UAE. There is no day count, but the residence lapses if you stay outside the UAE for more than 6 months in a row.

Does the US have a startup visa?

No. The United States has no single startup visa. International Entrepreneur Parole is discretionary, temporary and not a visa, while the O-1A and E-2 have their own tests. For a non-US cofounder, the O-1A is usually the practical route.

Is Singapore’s AI and Tech ONE Pass open now?

No. Applications for the ONE Pass AI and Tech track open on 28 January 2027. Until then, senior AI talent can use the standard ONE Pass, which needs a S$30,000 monthly salary, or Tech.Pass, which takes its last applications on 27 January 2027.

Does the UK still have an investor visa?

No. The UK closed the Tier 1 (Investor) visa to new applicants on 17 February 2022 and has no replacement investor route. The closest options for AI builders are the Global Talent visa, which needs an endorsement but no job offer, and the Innovator Founder visa, which needs an endorsed business idea but no minimum investment.

Does Canada have a startup visa in 2026?

No. Canada paused its Start-up Visa on 30 June 2026, and the announced replacement pilot has no published launch date. Canada’s realistic route for AI builders is Express Entry, which grants permanent residence directly.

Is Estonia’s e-Residency a visa?

No. Estonian e-Residency is a government digital ID for running an Estonian company online. It gives no right to enter or live in Estonia. To live there on remote income, you need the Digital Nomad Visa, which requires €4,500 a month gross.

Does Singapore have a digital nomad visa?

No. Every Singapore route needs a Singapore employer or company. The closest option for senior AI talent is the ONE Pass, which needs a S$30,000 monthly salary and lets you work for several companies. Tech.Pass stops taking applications after 27 January 2027.

Can Americans use the Dutch American Friendship Treaty?

Yes, and only Americans can. Under DAFT, a US citizen who puts at least €4,500 into a real Dutch business can get a two-year self-employed residence permit, with permanent residence and naturalisation possible after 5 years.

If I move abroad, do I stop paying US tax?

No. The United States taxes its citizens on worldwide income wherever they live. A 0% income tax in the UAE or Saudi Arabia removes only the local tax. The foreign earned income exclusion (US$132,900 in 2026) can shelter salary, but not capital gains or investment income.
