CitizensOS is a software platform. We provide information and tools to help you understand and pursue international residency, citizenship, and visa options.
CitizensOS is NOT a law firm, immigration consultancy, financial advisor, investment advisor, tax advisor, or registered government agent.
We do not provide legal advice, immigration representation, financial planning advice, investment advice, or tax advice.
We do not guarantee that any visa, residency, citizenship, or passport application will be approved by any government.
You are solely responsible for the accuracy of the information you provide and for your decisions about how to act on the information CitizensOS surfaces.
Information about laws and government programs may be incomplete, out of date, or wrong. Government rules can change at any time and without notice.
Before making decisions, consult appropriately licensed professionals — attorneys, immigration consultants, accountants, financial advisors — in the relevant jurisdictions. By using CitizensOS, you accept these limitations and the rest of these Terms.

These Terms of Service ("Terms") are a binding agreement between you and CitizensOS Inc., a Delaware corporation ("CitizensOS," "we," "us," or "our"), governing your access to and use of citizensos.ai, any subdomain we operate, our mobile applications, and any other services that link to these Terms (collectively, the "Services").
These Terms include important information about your legal rights, including a binding arbitration clause and a class action waiver in Section 16.
By creating an account, accessing, or using the Services, you agree to be bound by these Terms and our Privacy Policy. If you do not agree, do not use the Services.
1. About CitizensOS
CitizensOS operates a software platform — the world's first Mobility Asset Manager — that helps users discover, plan, and manage international residency, citizenship, and visa rights as a portfolio. The Services include educational content, assessments, country and program matching, planning tools, document organization (including the "PassVault"), and related features.
The disclaimer in the banner above is fundamental to your relationship with CitizensOS and is restated and elaborated throughout these Terms, particularly in Sections 8 (Information, Not Advice), 11.2 (Third-Party Professionals), and 12 (Disclaimers).
2. Eligibility
You must be at least 18 years old to create an account and use the Services. By using the Services, you represent and warrant that you (a) are at least 18 years old, (b) have the legal capacity to enter into these Terms, and (c) are not barred from using the Services under applicable law.
If you are using the Services on behalf of an organization, you represent and warrant that you have authority to bind that organization to these Terms, and "you" refers to both you individually and that organization.
3. Your Account
You are responsible for safeguarding your account credentials and for any activity that occurs under your account. You agree to:
- Provide accurate, current, and complete information when creating your account;
- Maintain the security of your password and notify us promptly at security@citizensos.ai of any unauthorized use;
- Take responsibility for all activity under your account, whether or not authorized by you.
We may suspend or terminate your account if we believe you have violated these Terms or for the reasons described in Section 15.
4. Subscriptions, Pricing, and Payment
4.1 Paid Plans
Certain features of the Services require a paid subscription or one-time purchase. Current pricing is shown at the time of purchase. We may change pricing at any time, but changes will not affect orders or subscription periods already in progress.
4.2 Payment Processing
Payments are processed by Stripe, Inc. By providing payment information, you authorize us and Stripe to charge the applicable fees, taxes, and any other charges to your selected payment method. You agree to Stripe's terms of service in addition to ours.
4.3 Free Trials
We may, from time to time, offer free trials for one or more of our paid products. We currently offer a three-day free trial for the Explore, Plan, and Apply tiers. Free trial terms are presented to you at sign-up.
When you start a free trial:
- You will be required to provide a valid payment method;
- Your card will be authorized but not charged during the trial period;
- At the end of the trial period, your subscription will automatically convert to a paid subscription at the then-current price unless you cancel before the trial ends;
- You may cancel the trial at any time from your account settings or by emailing support@citizensos.ai;
- Cancellation before the end of the trial avoids any charge;
- Once the trial converts and you are charged, the standard subscription terms in Section 4.4 apply (no pro-rated refunds, etc.).
We reserve the right to limit eligibility for free trials, including limiting trials to one per person, household, or payment method, and to discontinue or modify free trials at any time. We may also limit access to certain features during a free trial.
4.4 Subscriptions and Auto-Renewal
Subscriptions automatically renew at the end of each billing period at the then-current rate, unless you cancel before the renewal date. You may cancel at any time from your account settings or by emailing support@citizensos.ai. Cancellation takes effect at the end of the current billing period; you will retain access through that date. We do not provide pro-rated refunds for unused portions of a billing period.
4.5 Refunds
Except where required by law and as expressly stated in these Terms (including Section 4.7), all fees are non-refundable. We may, at our sole discretion, offer refunds or credits in individual circumstances. The fact that we offer a refund in one case does not entitle you to a refund in any other case.
For one-time purchases (such as a Heritage Passport or Naturalization Search), the purchase is final upon completion of the transaction. For subscription purchases, your license to access the paid features ends on the date the subscription expires; we do not refund the unused portion.
If you believe you have been charged in error, contact support@citizensos.ai within 30 days of the charge and we will investigate in good faith.
4.6 Taxes
Fees do not include taxes. You are responsible for any sales, use, value-added, or similar taxes imposed on your purchase.
4.7 EU/UK Right of Withdrawal
If you are a consumer located in the European Union, the United Kingdom, or another jurisdiction that grants a statutory right of withdrawal for digital services, you may have a 14-day right of withdrawal from a purchase of digital content or services.
Important: When you place an order, by checking the applicable box at checkout, you expressly request that we begin providing the Services immediately and acknowledge that you will lose your right of withdrawal once we have begun performing the contract — for example, once you start using a paid assessment, generate a paid plan, or access paid content. This is permitted under Article 16(m) of the EU Consumer Rights Directive and equivalent UK provisions.
If you wish to withdraw before performance begins, email legal@citizensos.ai with the subject line "Withdrawal" and your order number within 14 days. We will refund you within 14 days using the same payment method.
5. License to Use the Services
Subject to your compliance with these Terms, CitizensOS grants you a limited, non-exclusive, non-transferable, non-sublicensable, revocable license to access and use the Services for your personal, non-commercial use (or, if you are using the Services on behalf of an organization, for that organization's internal business use).
This license does not include any right to: (a) resell or commercially use the Services or their content; (b) copy, reproduce, distribute, modify, or create derivative works from the Services or their content except as expressly permitted; (c) use the Services to develop a competing product; (d) reverse engineer or attempt to extract source code from the Services; (e) remove any proprietary notices; or (f) use any data mining, robots, scrapers, or similar tools.
6. User Content
The Services allow you to upload, submit, or store information ("User Content"), including assessment responses, documents in your PassVault, and notes.
You retain ownership of your User Content. You grant CitizensOS a worldwide, non-exclusive, royalty-free license to host, store, copy, transmit, and display your User Content solely as needed to provide the Services to you, secure the Services, and comply with law. This license ends when you delete your User Content or close your account, except for backup copies retained for the period described in our Privacy Policy.
You represent and warrant that you have all rights necessary to grant the license above and that your User Content does not violate any law or third-party right.
You are solely responsible for your User Content. We do not endorse and are not responsible for any User Content.
7. Acceptable Use
You agree not to use the Services to:
- Violate any applicable law, regulation, or third-party right;
- Submit information you know to be false, misleading, or fraudulent (including in any government application);
- Impersonate any person or entity or misrepresent your affiliation;
- Upload content that is unlawful, defamatory, harassing, infringing, or that contains malware;
- Interfere with or disrupt the Services, servers, or networks;
- Attempt to gain unauthorized access to any account, system, or data;
- Use the Services to develop or train competing products or AI models;
- Scrape, harvest, or otherwise collect data from the Services other than as expressly permitted;
- Engage in any conduct that, in our reasonable judgment, exposes CitizensOS or other users to liability or harm.
We may investigate suspected violations and take appropriate action, including suspending or terminating accounts and reporting conduct to authorities.
8. Information, Not Advice
The information, country profiles, program details, eligibility indicators, scores, indices, plans, and recommendations provided through the Services (collectively, "Service Outputs") are for general informational purposes only. Service Outputs are not a substitute for legal, immigration, financial, tax, or other professional advice.
Citizenship, residency, immigration, and tax laws vary by jurisdiction and change frequently. Service Outputs may be incomplete, out of date, or inaccurate. You should not act or refrain from acting based on Service Outputs without first consulting an attorney licensed in the relevant jurisdiction, an authorized immigration consultant, a qualified tax advisor, and any other appropriate licensed professionals.
8.1 No Guarantee of Government Outcomes
CitizensOS does not, and cannot, guarantee that any visa, residency permit, citizenship application, passport, or other government benefit you pursue will be granted, processed in any particular timeframe, or remain available. Government programs are subject to:
- Sovereign discretion — governments retain absolute authority to grant or deny applications based on their own criteria, including national security, policy, and political considerations;
- Rule changes — eligibility criteria, application procedures, fees, and processing times can change without notice (for example, Italy's Law 74/2025 affecting jure sanguinis claims);
- Program closures — programs we surface may be paused, retroactively narrowed, or eliminated entirely;
- Individual review — applications are evaluated by human officials who exercise judgment.
You acknowledge these realities and agree that CitizensOS is not liable for any outcome of any government application, including denials, delays, refusals, deportations, fines, or any consequence flowing from a denied application or your reliance on Service Outputs.
8.2 Your Responsibility for Information Accuracy
The Services use the information you provide to generate personalized country matches, eligibility indicators, and plans. You are solely responsible for the accuracy, completeness, truthfulness, and timeliness of all information you submit, including assessment responses, document uploads, ancestry information, financial information, and communications.
CitizensOS is not liable for any consequence — including denied applications, fraudulent application charges, fines, deportation, criminal charges, loss of citizenship, loss of property, or any other harm — arising from inaccurate, incomplete, or misleading information you provide.
Submitting false, misleading, or incomplete information to a government as part of an immigration or citizenship application may constitute a serious crime, including fraud, perjury, or misrepresentation, and may carry civil and criminal penalties including loss of any benefit obtained, deportation, fines, and imprisonment. CitizensOS does not condone, and is not responsible for, any such conduct.
It is your responsibility to verify the accuracy of any information you provide, to update it when it changes, and to ensure that any documents you submit to governments through your own application process are accurate and complete.
9. Intellectual Property
The Services, including all software, text, graphics, logos, designs, country and program data, scoring methodologies, scores and indices (including the Sovereign Diversification Score, the Plan B Index, the Country Match Score, the Asset Match Score, the Country Readiness Score, and similar scores or indices), and other content created by or for CitizensOS (the "CitizensOS Materials"), are owned by CitizensOS or our licensors and are protected by copyright, trademark, and other laws. Except for the limited license in Section 5, these Terms do not grant you any rights to the CitizensOS Materials.
"CitizensOS," the CitizensOS logo, and all related names and marks are trademarks of CitizensOS Inc. You may not use them without our prior written consent.
10. Feedback
If you provide suggestions, ideas, or feedback about the Services, you grant CitizensOS a perpetual, irrevocable, worldwide, royalty-free license to use that feedback for any purpose without obligation to you.
11. Third-Party Services and Professionals
11.1 Third-Party Websites and Links
The Services may include or link to third-party websites, products, and services that are not operated by CitizensOS. CitizensOS does not control and is not responsible for those third parties. Your use of any third-party service is governed by that third party's terms and privacy policy.
11.2 Third-Party Professionals and Advisor Introductions
CitizensOS may, from time to time, facilitate introductions to independent third-party professionals — including attorneys, immigration consultants, tax advisors, financial advisors, accountants, translators, document procurement specialists, genealogists, and other professionals — located in the United States or abroad ("Third-Party Professionals").
You acknowledge and agree that:
- CitizensOS is a platform that facilitates introductions only. We are not a law firm, agency, referral service, broker, or fiduciary of any Third-Party Professional, and we are not engaging or supervising the Third-Party Professional on your behalf.
- Any engagement, contract, attorney-client relationship, or professional-client relationship is directly between you and the Third-Party Professional, not with CitizensOS. CitizensOS is not a party to any such engagement.
- CitizensOS does not supervise, control, employ, license, certify, or warrant the work, advice, qualifications, licensure, insurance, or conduct of any Third-Party Professional.
- CitizensOS is not liable for the acts, errors, omissions, malpractice, breach of fiduciary duty, breach of confidentiality, fee disputes, professional misconduct, or any other conduct of any Third-Party Professional.
- Fees you pay to a Third-Party Professional are separate from any fees you pay to CitizensOS, are governed by the Third-Party Professional's engagement letter, and are not refundable through CitizensOS.
- You are responsible for independently verifying the credentials, licenses, jurisdiction of practice, fee structure, and reputation of any Third-Party Professional before engaging them. Bar admissions and professional licensure can be confirmed through the relevant bar association or regulator.
- If you have a dispute with a Third-Party Professional, you agree to resolve it directly with that professional or through the dispute-resolution mechanisms in their engagement agreement, not through CitizensOS.
- CitizensOS may, but is not required to, receive a referral fee, marketing fee, or revenue share from a Third-Party Professional for facilitating an introduction. Any such arrangement does not influence the information we surface about you to the Third-Party Professional or vice versa, and we disclose such arrangements where required by law.
12. Disclaimers
THE SERVICES ARE PROVIDED "AS IS" AND "AS AVAILABLE," WITHOUT WARRANTY OF ANY KIND, EXPRESS OR IMPLIED. TO THE FULLEST EXTENT PERMITTED BY LAW, CITIZENSOS DISCLAIMS ALL WARRANTIES, INCLUDING IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, NON-INFRINGEMENT, AND ANY WARRANTIES ARISING FROM COURSE OF DEALING OR USAGE OF TRADE.
WITHOUT LIMITING THE FOREGOING, CITIZENSOS DOES NOT WARRANT THAT: (A) THE SERVICES WILL BE UNINTERRUPTED, ERROR-FREE, SECURE, OR FREE OF VIRUSES; (B) THE SERVICE OUTPUTS, INCLUDING COUNTRY MATCHES, SCORES, INDICES, AND PLANS, ARE ACCURATE, COMPLETE, OR CURRENT; (C) ANY GOVERNMENT APPLICATION YOU PURSUE WILL BE APPROVED; OR (D) ANY THIRD-PARTY PROFESSIONAL OR THIRD-PARTY SERVICE WILL PERFORM AS REPRESENTED.
Some jurisdictions do not allow the exclusion of certain warranties, so some of the above exclusions may not apply to you.
13. Limitation of Liability
TO THE FULLEST EXTENT PERMITTED BY LAW:
(a) IN NO EVENT WILL CITIZENSOS OR ITS DIRECTORS, OFFICERS, EMPLOYEES, OR AGENTS BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR FOR ANY LOSS OF PROFITS, REVENUE, DATA, USE, GOODWILL, IMMIGRATION STATUS, CITIZENSHIP, RESIDENCY, TAX BENEFITS, OR OTHER INTANGIBLE LOSSES, ARISING OUT OF OR RELATING TO YOUR USE OF OR INABILITY TO USE THE SERVICES, ANY GOVERNMENT OUTCOME, OR ANY THIRD-PARTY PROFESSIONAL OR SERVICE, EVEN IF CITIZENSOS HAS BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.
(b) CITIZENSOS'S TOTAL LIABILITY FOR ALL CLAIMS ARISING OUT OF OR RELATING TO THESE TERMS OR THE SERVICES WILL NOT EXCEED THE GREATER OF (i) THE AMOUNTS YOU PAID TO CITIZENSOS IN THE 12 MONTHS BEFORE THE EVENT GIVING RISE TO THE CLAIM, OR (ii) ONE HUNDRED U.S. DOLLARS ($100).
Some jurisdictions do not allow the exclusion or limitation of certain damages, so some of the above limitations may not apply to you.
14. Indemnification
You agree to defend, indemnify, and hold harmless CitizensOS and its directors, officers, employees, and agents from and against any claims, damages, losses, liabilities, costs, and expenses (including reasonable attorneys' fees) arising out of or relating to: (a) your use of the Services; (b) your User Content; (c) any information you submit to a government in reliance on the Services; (d) your violation of these Terms; or (e) your violation of any law or third-party right.
15. Termination
You may stop using the Services and close your account at any time. We may suspend or terminate your access to the Services at any time, with or without cause and with or without notice, including if we believe you have violated these Terms.
Sections that by their nature should survive termination — including Sections 6 (User Content license for backups), 8 (Information, Not Advice), 9 (Intellectual Property), 10 (Feedback), 11.2 (Third-Party Professionals), 12 (Disclaimers), 13 (Limitation of Liability), 14 (Indemnification), 16 (Disputes), and 18 (Miscellaneous) — will survive.
16. Disputes; Arbitration; Class Action Waiver
Please read this section carefully. It affects your legal rights.
16.1 Informal Resolution
Before filing a claim, you and CitizensOS agree to attempt to resolve the dispute informally by contacting legal@citizensos.ai. If we cannot resolve the dispute within 60 days, either party may proceed with formal proceedings under this Section 16.
16.2 Binding Arbitration
Any dispute arising out of or relating to these Terms or the Services that is not resolved informally will be resolved by binding arbitration administered by the American Arbitration Association (AAA) under its Consumer Arbitration Rules. The arbitration will be conducted in New York, New York, or, at your election if you are a consumer, in your county of residence or by video conference. The arbitrator's decision will be final and binding.
16.3 Class Action Waiver
You and CitizensOS each waive the right to participate in any class action, class arbitration, or representative proceeding. Disputes must be brought on an individual basis only. The arbitrator may not consolidate more than one person's claims or preside over any form of representative proceeding.
16.4 Exceptions
This Section 16 does not require arbitration of: (a) claims for injunctive or equitable relief related to intellectual property rights; (b) small claims court actions for individual claims within that court's jurisdiction; or (c) claims that may not be arbitrated under applicable law.
16.5 30-Day Right to Opt Out
You may opt out of this arbitration agreement by emailing legal@citizensos.ai within 30 days of first accepting these Terms, with the subject line "Arbitration Opt-Out" and including your name and email associated with your account. If you opt out, neither you nor CitizensOS will be required to arbitrate.
16.6 Governing Law
These Terms are governed by the laws of the State of Delaware, without regard to its conflict-of-laws principles. To the extent any dispute is not subject to arbitration, you and CitizensOS submit to the exclusive jurisdiction of the state and federal courts located in New York County, New York.
17. Changes to These Terms
We may update these Terms from time to time. If we make material changes, we will notify you by email (to the address on file) or by a prominent notice on the Services before the changes take effect. The "Last updated" date at the top reflects the most recent revision. Your continued use of the Services after the changes take effect constitutes acceptance of the updated Terms. If you do not agree, you must stop using the Services.
18. Miscellaneous
Entire Agreement. These Terms and the Privacy Policy constitute the entire agreement between you and CitizensOS regarding the Services and supersede all prior agreements.
Severability. If any provision of these Terms is held unenforceable, the remaining provisions will remain in effect.
No Waiver. Our failure to enforce any provision is not a waiver of our right to do so later.
Assignment. You may not assign or transfer these Terms without our prior written consent. We may assign these Terms without your consent in connection with a merger, acquisition, financing, or sale of assets.
Force Majeure. We are not liable for any delay or failure to perform caused by events beyond our reasonable control.
Notices to You. We may give notices by email, by posting on the Services, or by any other reasonable means.
