MAX compares mobility assets side by side. It is not legal, tax or immigration advice, and it does not say whether you qualify. Scores are a snapshot of the CitizensOS catalog on 8 October 2026; governments change their rules.
Sources and methodology
MAX = Rights (ten rights, 4 points each, up to 40) + Settlement reach (10 × the smaller of 1 and ln(countries) ÷ ln(35), up to 10) + Program (six factors scored 0 to 10: government fees ranked against every other mobility asset, online filing, duration of the first grant, required presence, program age, and time to permanent residence and citizenship; their sum ÷ 60 × 50, up to 50). A missing fact scores 0 and is recorded as unknown. Settlement reach counts every country a citizenship lets you settle in through a settlement bloc, its own included; residence assets score 0. Scores are the CitizensOS catalog of 8 October 2026.
Settlement reach counts every country a citizenship lets you settle in, its own included. The scale is logarithmic, so the first countries count most. Residence permits score 0.
